Adv. Osman Hussein Ibrahim is a seasoned legislative drafter and legal expert with more than a decade of experience supporting Somalia’s justice sector, public institutions, and legal reform processes. He has served as a Legal Drafter at the Ministry of Justice (FGS) and has contributed to the development, review, and modernization of key national laws, regulations, and governance frameworks.

With advanced training in Public Law and a strong academic background in Sharia and Law, Osman brings deep expertise in statutory drafting, regulatory compliance, governance reform, and legal analysis. His work spans the full spectrum of Somalia’s legal system, including constitutional interpretation, domestic legislation, international legal obligations, and the integration of customary and Sharia‑based legal principles.

He has participated in numerous high‑level trainings on legal drafting, governance, democracy, AML/CFT, and evidence law, and has taught Public Law at Frontier University. Osman is recognized for his precision in drafting, strong command of Somali legislative history, and his ability to produce clear, coherent, and implementable legal instruments.
