Abdikarim Hassan Mohamed is a legal and governance specialist with extensive experience advising government institutions, development partners, and international organizations on rule of law, anti‑corruption, institutional reform, and legislative development. He holds an LL.M from Loyola University Chicago, obtained in 2019. With a strong background in public sector governance and justice sector transformation, he brings a unique blend of legal expertise, policy insight, and strategic advisory capability to complex institutional environments.

As Founder and Managing Director of Kulow Legal & Advisory, Abdikarim leads the firm’s vision to deliver high‑quality legal, governance, and compliance services that are grounded in Somalia’s legal realities and aligned with international standards. His work focuses on helping institutions strengthen regulatory frameworks, enhance accountability, and navigate evolving governance challenges.

Abdikarim has played a central role in major national reform processes, including the ratification of key international conventions such as the United Nations Convention Against Corruption (UNCAC), the Arab and African anti‑corruption conventions, and the United Nations Convention Against Transnational Organized Crime (UNTOC). He has contributed to the drafting and review of critical legislation, including amendments to the penal code, criminal procedure code, prison law, and several national bills related to judicial cooperation, anti‑kidnapping, and anti‑piracy.

His leadership extends to anti‑corruption strategy implementation, public financial management (PFM) governance benchmarks, AML/CFT mutual evaluations, and human rights treaty reporting. Abdikarim has engaged extensively with national institutions such as the Financial Reporting Center (FRC), Attorney General’s Office, Parliament, and the judiciary, as well as international partners including UNODC, UNDP, and other development agencies.
